  Mentally Challenged Person – Status and Support Strategies  
     
 
By statistics little less then 1.6 % of population are disabled and Mentally Challenged are among them.

Mentally disabled persons can not raise their own voice and variability in degree of retardation are also too large. Hence mental retardation has to be looked from different angle as many Mentally Challenged person (those which are border line or even moderately retarded) have latent or say hidden capabilities to perform a task. What is needed is to explore, development of hidden capabilities, support and get them trained. It is appropriate to call them differently able person, and once they are trained, they perform task without any deviation, and in very orderly manner, which even normal person many a time fail to perform because of its inherent nature.

Objective :
Mentally Challenged persons are integral part of the society and they have equal right being a member of the society. To uplift and enrich quality of life of Mentally Challenged (which is at present for below as compare with other members of society), by channeling resources from society to built infrastructure and broad base support in all sphere of mental retardation.


Present scenario/status in Madhya Pradesh
Institution : There is no institute in the state which provide services in all spheres of Mentally Challenged There is only one govt. organization ‘Kusabhaoo Thakare Composite Regional Center’-Bhopal, functioning under Ministry of Social Justice and Empowerment, to provide guidance, to all disabled person in certain areas, C.R.C. Bhopal also do not have requisite infra structure.


NGO : Most of the services which are available to Mentally Challenged are through NGO, as most of them are not professionally managed and because of limited resources, having very small base, therefore quality of services are for below the benchmark.

Family of IMR: Not only parent but all family members of Mentally Challenged have to adjust and sacrifice many things in their life as they are TAXED by AOG (Act of God).

They are left with less resources and less energy as part of their scare resources they have to provide for uplifting and support of their ward and their resources are grossly underutilized, that is basic reason of difference in attitude of parents towards special and normal child in family, as commonly observed.

Society : In recent past due to awareness programs and activities of NGO and government, attitude of society towards disable persons are changing, but still approach is sympathetic, where as what is very much needed is a responsible approach towards recognition and acceptance of problem.

Activity in the field of MR disabled persons is very much in isolation, and outside the main stream of society.

Constraints : Which are providing hindrance are :
1. Non availability of professionals to impart special education and training/vocational training.
2. Lack of infrastructure facilities.
3. Conveyance is main problem, Mentally Challenged person can not travel without an escort and therefore all support structure require should be as close as possible to their residence, for effective utilization.

Government intervention needed to achieve objectives :
1. Institution building : As mentioned above Institutions are practically not existing, which is a main key to create favorable environment for achieving overall objective. Efforts on continuous basis are needed for building of institutions.

2. Awareness campaigning
: There is need to create an environment which is conducive for flow of resources and support from society, to enhance and accelerate interaction with other part of society to bring Mentally Challenged in to main stream of society, which are integral part of society but presently operating in isolation.

3. An apex body to be formed under a parent organization, is which besides of Mentally Challenged organization, representation should be from municipal corporation, corporate sector, individual, local authorities, department of Education, Health and Industry, to facilitate and enhance social interaction.

4. Integrated education : Special class in every school for Mentally Challenged children, so that they are not deprived of there right of education and can go to school which is nearby to their home.

5. Vocational Training : Infrastructure facility needed for training of Mentally Challenged above 14 years age.

6. Rehabilitation :
  1. Corporate base- Employment in industries.
  2. Individual base with support of family- Infrastructure and financial support require for rehabilitation of MR with support of there family members, close to there residence ie (Sanchi point type booth).
  3. Shelter work shop- where Mentally Challenged persons produce and give measurable output to society with the help of machines (with adoptive measures) or without machines.
